Deadline Nov. 2!<\/p>\n\n\n\n<p>Oct. 26, 2020<\/p>\n\n\n\n<p>Earlier this month the Galveston District of the US Army Corps of Engineers took the unusual step of releasing an <a href=\"https:\/\/www.swg.usace.army.mil\/Portals\/26\/BBTnT_Interim_Report_202001001_Final_1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">interim draft report<\/a> detailing <a href=\"https:\/\/www.swg.usace.army.mil\/Portals\/26\/BBTnT_Interim_Report_202001001_Final_1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">their ideas for dealing with the problem<\/a> of too much stormwater flowing too fast into the cracking, sinking dams the Corps built on Buffalo Bayou and some of its tributaries.<\/p>\n\n\n\n<p>The dams, Addicks and Barker, were built more than seventy years ago way out west of Houston, back when the Katy Prairie was mostly prairie and cow patties.<\/p>\n\n\n\n<p>Since then development moved in and around the normally dry federal reservoirs, <a href=\"https:\/\/www.savebuffalobayou.org\/?p=2700\" target=\"_blank\" rel=\"noreferrer noopener\">even into Barker reservoir<\/a>. Rainstorms have become heavier and more frequent. Interstate Highway 10, passing between Addicks on the north and Barker on the south was built in the late 1960s. With the <a href=\"https:\/\/www.westhouston.org\/interstate-10-west-construction-historical-information\/\" target=\"_blank\" rel=\"noreferrer noopener\">active support of the West Houston Association<\/a>, the highway became the <a href=\"https:\/\/www.chron.com\/neighborhood\/katy\/news\/article\/Bragging-rights-or-embarrassment-Katy-Freeway-at-6261429.php\" target=\"_blank\" rel=\"noreferrer noopener\">world\u2019s widest freeway as it passes from Houston through Katy<\/a>.<\/p>\n\n\n\n<p>But building a bigger freeway only <a rel=\"noreferrer noopener\" href=\"https:\/\/usa.streetsblog.org\/2015\/05\/28\/the-23-lane-katy-freeway-a-monument-to-texas-transportation-futility\/\" target=\"_blank\">created more traffic and more congestion<\/a>. (And more stormwater runoff.) And the same dynamic applies to the Corps\u2019 proposal to widen and deepen Buffalo Bayou for some 22 miles from the dams to downtown: a <a rel=\"noreferrer noopener\" href=\"https:\/\/www.houstonchronicle.com\/opinion\/outlook\/article\/Chadwick-Practices-to-reduce-flooding-risk-are-10877720.php?t=425a551bac438d9cbb&amp;cmpid=twitter-premium&amp;utm_campaign=twitter-premium&amp;utm_source=CMS%2520Sharing%2520Button&amp;utm_medium=social&amp;utm_campaign=twitter-premium&amp;utm_source=CMS%20Sharing%20Button&amp;utm_medium=social\" target=\"_blank\">bigger bayou will only attract more runoff and create more flooding<\/a>. Deepening and widening the bayou is also supported by the <a rel=\"noreferrer noopener\" href=\"https:\/\/houstonstronger.net\/\" target=\"_blank\">West Houston Association<\/a>.<\/p>\n\n\n\n<p>In addition to buying out property above and below the dams, the Corps is proposing building a dam and 22,000-acre reservoir on Cypress Creek and the Katy Prairie.
