A moldy, gray pall hung in the air like the Spanish moss draped in the trees. Houses were empty, their windows dark, walls stained where the dark floodwaters rose. Lawns and gardens were ruined, muddy and brown. Scattered piles of debris, broken mirrors and plasterboard, lined the nearly lifeless streets. Like most of the subdivisions along Buffalo Bayou, it was developed in the decades after the federal government built two earthen dams west of Houston on what was then, in the late 1940s, mostly prairie\u2014ranch and farmland. But the land next to the ancient meandering river, in the natural floodplain, was graced with forests of tall oaks and other trees\u2014ideal for upscale residential development. With the construction of the dams, the floodplains were now considered safe. During heavy rains, the reservoirs behind the dams, <a href=\"https:\/\/www.savebuffalobayou.org\/?page_id=2669\" target=\"_blank\" rel=\"noopener noreferrer\">Addicks and Barker,<\/a> would hold back the waters of Buffalo Bayou, Houston\u2019s main river, its Mother Bayou, and several creeks flowing into it, until the rain runoff collected in the bayou below the dams could empty into Galveston Bay.<\/p>\n<p>It was a classic case of moral hazard, a situation identified by the late renowned geographer Gilbert White as early as 1942 in a paper titled, <a href=\"https:\/\/biotech.law.lsu.edu\/climate\/docs\/Human_Adj_Floods_White.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cHuman Adjustment to Floods.\u201d<\/a> Government sponsorship of structural solutions like levees and dams that protect floodplains encourage development in those floodplains, which leads to damages that are often worse than what would have happened prior to construction of the levees and dams. <a href=\"http:\/\/scholarship.kentlaw.iit.edu\/cgi\/viewcontent.cgi?article=1772&amp;context=fac_schol\" target=\"_blank\" rel=\"noopener noreferrer\">(pp. 17-18)<\/a> (See also <a href=\"http:\/\/americanrivers.org\/wp-content\/uploads\/2016\/05\/natural-defenses.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">p. 2<\/a>.)<\/p>\n<p>In the wake of Hurricane Harvey, the calls for a new or third reservoir in west Houston are virtually unanimous. \u00a0It\u2019s worth considering whether that might be a mistake.<\/p>\n<p><a href=\"https:\/\/www.savebuffalobayou.org\/?page_id=4347\"><em>Read the rest of this post.<\/em><\/a><\/p>\n<div id=\"attachment_4373\" style=\"width: 1010px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.savebuffalobayou.org\/?attachment_id=4373\" rel=\"attachment wp-att-4373\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-4373\" class=\"size-full wp-image-4373\" src=\"https:\/\/www.savebuffalobayou.org\/wp-content\/uploads\/2017\/11\/Haunted-house-1.jpg\" alt=\"\" width=\"1000\" height=\"611\" srcset=\"https:\/\/www.savebuffalobayou.org\/wp-content\/uploads\/2017\/11\/Haunted-house-1.jpg 1000w, https:\/\/www.savebuffalobayou.org\/wp-content\/uploads\/2017\/11\/Haunted-house-1-300x183.jpg 300w, https:\/\/www.savebuffalobayou.org\/wp-content\/uploads\/2017\/11\/Haunted-house-1-768x469.jpg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/a><p id=\"caption-attachment-4373\" class=\"wp-caption-text\">A house that flooded next to Buffalo Bayou in Briargrove Park.
