{"id":4102,"date":"2017-08-17T17:24:13","date_gmt":"2017-08-17T22:24:13","guid":{"rendered":"http:\/\/www.savebuffalobayou.org\/?p=4102"},"modified":"2017-08-17T21:35:10","modified_gmt":"2017-08-18T02:35:10","slug":"12-million-bayou-project-based-on-a-mistake","status":"publish","type":"post","link":"https:\/\/www.savebuffalobayou.org\/?p=4102","title":{"rendered":"$12 Million Bayou Project Based on a Mistake"},"content":{"rendered":"<h3>A Fundamental Error<\/h3>\n<p>August 17, 2017<\/p>\n<p>The instability of riverbanks is generally divided into two types: banks that collapse vertically and banks that are worn away laterally or horizontally by the erosive force of the water flowing downstream.<\/p>\n<p>Vertical collapse is called slumping or sloughing. The face of the bank slides or rotates away, often leaving a concave scar or scarp in the bank and a clump of sediment at the base. Sometimes the slump takes trees and vegetation with it. The vegetation can continue to grow in the collapsed sediment, which creates a sort of terrace or beach at the foot of the high bank.<\/p>\n<p>According to a lengthy analysis by geologists working with Save Buffalo Bayou, slumping is the primary type of bank collapse on Buffalo Bayou in the stretch targeted for a <a href=\"https:\/\/www.savebuffalobayou.org\/?page_id=1505\" target=\"_blank\" rel=\"noopener noreferrer\">$12 million \u201cstabilization\u201d and \u201crestoration\u201d project by the Harris County Flood Control District<\/a>.<\/p>\n<div id=\"attachment_4029\" style=\"width: 760px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.savebuffalobayou.org\/?attachment_id=4029\" rel=\"attachment wp-att-4029\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-4029\" class=\"size-full wp-image-4029\" src=\"https:\/\/www.savebuffalobayou.org\/wp-content\/uploads\/2017\/08\/Looking-US-Bend-2.jpg\" alt=\"\" width=\"750\" height=\"1000\" srcset=\"https:\/\/www.savebuffalobayou.org\/wp-content\/uploads\/2017\/08\/Looking-US-Bend-2.jpg 750w, https:\/\/www.savebuffalobayou.org\/wp-content\/uploads\/2017\/08\/Looking-US-Bend-2-225x300.jpg 225w\" sizes=\"auto, (max-width: 750px) 100vw, 750px\" \/><\/a><p id=\"caption-attachment-4029\" class=\"wp-caption-text\">This steep, high bank in Memorial Park slumped after the Memorial Day 2015 storm, taking plants and bushes with it. Photo by Susan Chadwick looking upstream on April 10, 2017.<\/p><\/div>\n<h4><strong>Engineers Mistake Slumping for Erosion<\/strong><\/h4>\n<p>But the engineering consultant working for the flood control district describes what is happening to the high banks of the bayou in the project area as \u201cshear stress,\u201d which is the lateral or parallel drag of the water flowing past the banks and down the channel.<\/p>\n<p>The district\u2019s <a href=\"https:\/\/www.dropbox.com\/home\/Final%20App%20MPDP%206.\/Final%20App%20MPDP%206.14?preview=2CompleteFinalIP_MPDP.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">permit application<\/a> to the Corps of Engineers repeatedly refers to shear stress and shear stress only, specifically ruling out vertical instability. (\u201cVertical stability not an issue.\u201d <a href=\"https:\/\/www.dropbox.com\/home\/Final%20App%20MPDP%206.\/Final%20App%20MPDP%206.14?preview=2CompleteFinalIP_MPDP.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">P. 39.)<\/a> The Corps\u2019 <a href=\"https:\/\/www.dropbox.com\/s\/d5f5mdk1wbjaib9\/2012-01007%20EA%20signed%20copy.pdf?dl=0\" target=\"_blank\" rel=\"noopener noreferrer\">Environmental Assessment<\/a>, released in May in conjunction with the granting of a permit for the project, also refers exclusively to shear stress.<\/p>\n<p>\u201cThe assessments conducted by HCFCD&#8217;s design team indicated that due to the erosive nature of high flows in the bayou \u2026 hydraulic energy dissipation measures (<a href=\"http:\/\/www.swg.usace.army.mil\/Portals\/26\/docs\/regulatory\/Streams\/Terminology%20June%202013.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">bankfull benches, pool and riffle reestablishment<\/a>, channel pattern adjustments, and in-stream structures) were necessary in the design to relieve shear stress on the streambanks of the bayou, and ultimately stabilize the channel system,\u201d stated the Corps on <a href=\"https:\/\/www.dropbox.com\/s\/d5f5mdk1wbjaib9\/2012-01007%20EA%20signed%20copy.pdf?dl=0\" target=\"_blank\" rel=\"noopener noreferrer\">page 21 of the Environmental Assessment<\/a>.<\/p>\n<p>The Corps\u2019 Environmental Assessment found that the proposed project, which would use heavy equipment to raze most of the trees and vegetation and dredge, fill, reroute, and reconfigure the channel, historic high banks and meanders of more than a mile of forested Buffalo Bayou flowing past Memorial Park, would have no significant impact on the environment.<\/p>\n<h4><strong>Remedy Decided Before Problem Was Analyzed<\/strong><\/h4>\n<p>But Flood Control\u2019s project, known as the Memorial Park Demonstration Project, is based on an error. Shear stress\u2014lateral erosion\u2014isn\u2019t the primary problem in this stretch of Buffalo Bayou. Slumping\u2014vertical instability\u2014is what naturally happens on our 18,000-year-old bayou. (And it&#8217;s only a &#8220;problem&#8221; if you, say, unwisely took down the trees and built your house or your mowed golf course on or near the edge of a bank.)\u00a0 The project will do nothing for slumping, for which there is little remedy anyway.<\/p>\n<p>Even worse, the proposed \u201cin-stream structures\u201d\u2014wads of tree roots to be installed to \u201cstabilize\u201d the toe or bottom of the banks to protect them from shear stress\u2014will <a href=\"https:\/\/rd.springer.com\/article\/10.1007\/s12665-012-1850-5?no-access=true\" target=\"_blank\" rel=\"noopener noreferrer\">likely also slide away<\/a>.<\/p>\n<p>The controversial project, not yet under construction, is based on a mistake. And it probably will fail, leaving behind a wasteland of denuded and weakened banks. That has <a href=\"https:\/\/www.savebuffalobayou.org\/?p=502\" target=\"_blank\" rel=\"noopener noreferrer\">happened elsewhere<\/a> with these <a href=\"http:\/\/www.palmerlab.umd.edu\/docs\/rosgen%20profile_Science%202004.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">controversial Natural Channel Design methods<\/a>. (See <a href=\"http:\/\/pages.geo.wvu.edu\/~kite\/SimonEtAl2007_Critical%20Evaluation.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">also here<\/a>.)<\/p>\n<p>The promoters of the project, who include the <a href=\"http:\/\/www.bayoupreservation.org\/News-Events\/In-the-News\/Bayou-Repair-Memorial-Park-Demonstration-Project\" target=\"_blank\" rel=\"noopener noreferrer\">Bayou Preservation Association<\/a> and the <a href=\"http:\/\/memorialparkconservancy.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Memorial Park Conservancy<\/a>, decided years ago to use Natural Channel Design to \u201cfix\u201d the bayou and demonstrate what they believed to be a superior method of erosion control.<\/p>\n<p>The remedy was decided before the engineering consultant, Kellogg Brown and Root (KBR), or apparently anyone else, had done an analysis of the problem. \u00a0Except that the same engineering firm, or its predecessor, Brown and Root (BR), had done a study in 1995, almost twenty years earlier.
