The Harris County Flood Control District and members of county commissioners’ court continue to hold meetings around the county to present proposals for projects attempting to reduce the hazard of flooding.
The meeting about projects proposed in the Buffalo Bayou watershed will be held on Monday, July 30, from 6 to 8 p.m. at the Memorial Drive United Methodist Church, 12955 Memorial Drive in Houston. A meeting to present projects proposed for the Barker Reservoir watershed is scheduled for Wednesday, Aug. 1, from 6 to 8 p.m. at Memorial Parkway Junior High, 21203 Highland Knolls Drive in Katy. Buffalo Bayou flows from its headwaters near Katy into and through Barker Dam.
The projects are to be funded with the proceeds of a $2.5 billion bond issue should the voters approve on August 25. The bonds would be issued over a period of ten to fifteen years, according to the flood control district, and repaid through a property tax increase of no more than two-three cents per $100 of home valuation. Homeowners with an over-65 or disabled exemption and a home worth $200,000 or less would not pay any additional taxes, according to the district.
Most of the projects proposed are projects that had long been planned. For instance, a controversial project to remove forest and excavate basins to capture and temporarily hold overflow on the south bank of Buffalo Bayou in Terry Hershey Park is listed with a $10 million cost estimate. The project in its initial stages would allegedly create 60-100 acre-feet of temporary storage alongside the bayou. The linear detention, siphoning flow out of the bayou, is planned to compensate for eventual additional City of Houston drainage into the bayou from neighborhood streets.
Barker and Addicks dams both drain into Buffalo Bayou, and overflow from Cypress Creek on the rapidly developing Katy Prairie in northwest Harris County also drains into the overburdened Addicks Reservoir, adding to the pressure of runoff into Addicks and the bayou.
Other than the Hershey Park detention project, some $21 million is slated for a new detention basin north of John Paul’s Landing on Upper Langham Creek, which drains into Addicks.
However, most of the projects listed for these watersheds mainly focus on repairing channels and improving conveyance – making more stormwater flow faster into and through the reservoirs. This has the potential to cause more problems and more flooding. Modern practice elsewhere is to focus on slowing the flow, making room for the river with wider floodplains. We would hope for more money to be spent on land aquisition, buyouts in floodplains, preservation of undeveloped land, forest, wetlands, prairies, and riparian vegetaton; creation of green space, restoring meanders, and programs to encourage slowing of rain runoff beginning with individuals and neighborhoods.
There are also funds proposed to be used in collaboration with Army Corps of Engineers, which owns and operates Addicks and Barker, to evaluate the effectiveness and operation of those 70-year-old dams.

The meetings are not set up for the public to engage officials or voice opinions. They are informative only – with numerous stations staffed by flood control personnel to explain projects. However, paper and pencils are provided for citizens to write comments.
Paving, Flooding, and Loss of Wetlands: Making It Easier to Build More Roads

The Texas Department of Transportation wants to make it easier to build roads over our vital prairie wetlands by creating a one-size fits-all statewide stormwater discharge permit. The Texas Commission on Environmental Quality (TCEQ) is considering the 53-page proposal, known as Permit No. WQ0005011000.
The new permit is opposed by wetlands activists such as Galveston Baykeeper, which would like to see the state Department of Transportation do a better job of protecting wetlands and enforcing federal law.
Highways and paved surfaces are a major source of flooding as they rapidly collect and funnel rainwater that can no longer soak into the ground. Wetlands detain, absorb, and cleanse stormwater, which is why they are protected under the federal Clean Water Act – if they have a connection to a federally protected waterway.
Coastal Prairie Different from Edwards Aquifer
Environmental attorney and Galveston Baykeeper board member Jen Powis says the organization has been watching the state transportation department move toward “one big statewide permit” for about two years. Until now permits were issued based on the specific conditions of each community, Powis told writer Janice Van Dyke Walden in the May/June 2016 issue of Gulf Coast Mariner magazine.
“I’m a strong proponent of local solutions for specific places,” says Powis. “We all know that Houston looks very different from the Edwards Aquifer.”

Citizens concerned about our forests on Buffalo Bayou will want to attend the annual District G Capital Improvement Plan meeting tomorrow evening, March 3, 2016. The meeting starts at 6:30 p.m. in the Stratford High School Auditorium, 14555 Fern Drive, and features the district’s new city council member, Greg Travis, who was elected to City Council District G last November.
Capital Improvement Plan meetings “afford citizens an opportunity to learn, voice their concerns and address their respective City Council Members and City of Houston officials regarding project planning and delivery,” according to a statement on Travis’ website.
District G extends along Buffalo Bayou from Shepherd Drive to Barker Reservoir in far west Houston.
Members of Save Our Forest, which was successful last year in persuading the City of Houston to drop its plan to raze forest in Terry Hershey Park for a stormwater detention basin, are urging citizens to “show your support for the forest to our new City of Houston administration.”
“We now have a new city council representative, a new mayor and a new [Public Works and Engineering] director since we began our campaign to Save Our Forest,” wrote community activist George Crosby in an email. “It is important that they know how much you care about Buffalo Bayou.
Detention Alternatives Without Destroying Forests
“Last year there were two major rainfall events which caused structural flooding in Houston. Regional detention alternatives that can reduce local flooding without having to destroy the forested areas of Buffalo Bayou are not happening. Cooperation between the City, County and Federal governments is required for a successful regional detention initiative.
“A cooperative inter-governmental effort begins with the City of Houston understanding our support for this approach. Please help us give emphasis to Save Our Forest,“ wrote Crosby.
The public forests of Buffalo Bayou are still threatened by a Harris County Flood Control District plan to build some 24 detention basins on both banks of Buffalo Bayou in Terry Hershey Park.
The flood control district is also waiting for a federal permit to raze the forest along more than 1.25 miles of one of the last natural stretches of the bayou as it flows past Memorial Park and the Hogg Bird Sanctuary.
It makes no scientific sense to destroy forests to create detention basins. Forests provide valuable natural detention by slowing, absorbing, and deflecting rainwater, in addition to many other valuable ecological services, including cleansing and filtering the water and protecting against erosion.
In October of 2015, the Obama administration issued an executive order directing all federal agencies to incorporate the value of ecosystem services in their decision-making.
In addition, the Harris County Flood Control District is obligated by state law to conserve forests. (PDF. See page 6.)

Well, we can’t help but wonder if constantly scraping and repairing the sidewalks, forever reinforcing the collapsing banks somehow, and repeatedly replacing the trees and landscaping is fully covered by the $2 million annual maintenance budget for Buffalo Bayou Park paid by Houston city taxpayers.
The popular, much praised, and much needed park on the banks of the bayou between Allen Parkway and Memorial Drive is suffering from some serious erosion problems. And that matters to us not just because of the expense and waste. This $53.5 million project, a boon to adjacent property owners and those who live and work nearby, was touted as a successful example of what the Harris County Flood Control District, egged on by the Bayou Preservation Association, wants to do to our healthy, historic wild bayou further upstream in and around Memorial Park. Buffalo Bayou Park was supposed to be more stable! The flood control district calls it Natural Stable Channel Design, but it always looked to us like they were doing everything you’re not supposed to do on the banks of streams: dig up the banks, run heavy equipment over the banks, remove the trees and vegetation (yes, they did a lot of that), build concrete and asphalt sidewalks on the banks, plant grass and mow it.
Let’s Work With Nature, Not Against It
Once you’ve done all that, and the banks and channel start falling apart, it’s pretty difficult to fix it. Best to let the bayou do what it will do anyway. (And eventually the bayou will rebuild and replant it all.) But it seems unlikely that the City and the Buffalo Bayou Partnership are going to sit back and patiently let millions of dollars worth of sidewalks, lamps, and bridges collapse into the bayou. Can they stop it? Time will tell.
In the meantime, it does make one wonder about all those concrete trails they are carving out of the banks and floodplains of the bayous for the Bayou Greenways project. A nice idea, but is that going to work?

They spoke with Pat Greer and H.C. Clark on Eco-Ology on KPFT 90.1 Tuesday, Oct. 27, 2015, about efforts to keep the City of Houston and the Harris County Flood Control District from destroying woodlands on Buffalo Bayou in Memorial Park in the center of Houston and in Terry Hershey Park in far west Houston.
In addition to their great social value and benefit to our health, well-being, and quality of life, the trees and vegetation that grow naturally along the bayou perform vital ecological services and are a key part of the bayou’s living system. Known as riparian zones or buffers, these specially adapted trees and plants cleanse and filter pollutants from the water. They protect the banks from erosion, absorb and slow storm water runoff and provide natural flood detention. They shade us and cool the stream, and provide wildlife habitat.
Legally Required to Conserve Harris County Forests
The Harris County Flood Control District, according to its 1937 charter, is charged by state law with conserving forests in the county. (See page six.) But for decades the district has been razing forests to build storm water detention basins on our bayous, creeks, tributaries, and elsewhere, and to re-engineer channels and banks. Detention basins are used to hold or slow temporarily surface runoff or high flows in a stream during storms.
The flood control district’s project on Buffalo Bayou in Memorial Park, known as the Memorial Park Demonstration Project, would raze some 80 percent of the trees and vegetation along more than 1.25 miles of the bayou and its tributaries in Memorial Park and the Hogg Bird Sanctuary. The Army Corps of Engineers, which enforces the federal Clean Water Act, is currently considering whether to issue a permit for the controversial $6 million project, which is described by flood control as an “erosion control” and “bank stabilization” project. The project violates Best Management Practices for riparian areas. Virtually every federal and state resource agency has policies and regulations protecting riparian zones, which perform essentially the same function as federally-protected wetlands.
Recent Success for Save Our Forest
The City of Houston recently withdrew a project to cut down the majority of trees and understory on some 42 acres of public forest and excavate up to six large detention basins on the south bank of Buffalo Bayou in Terry Hershey Park between Beltway 8 and Wilcrest Drive. The Capital Improvement Project was to have cost the taxpayers between $3.5 and $8.5 million.
However, the flood control district appears to be continuing with its widely-opposed “Charting Buffalo” study that proposes as many as 24 storm water detention basins along some 10.7 miles of both banks of Buffalo Bayou in the forests of Terry Hershey Park between Beltway 8 and Highway 6 at Barker and Addicks dams. On Nov. 12, 2013, despite public opposition, Harris County Commissioners Court approved flood control’s request for $250,000 for a vegetation and topography survey in the park.
The headwaters of Buffalo Bayou are on the Katy Prairie west of Houston, and the 18,000-year-old “mother bayou,” fed by numerous tributaries, flows for some 53 miles east through the city and the ship channel into Galveston Bay. Buffalo Bayou, unlike major bayous like White Oak and Brays, which join Buffalo Bayou just west and east of downtown, has never been covered with concrete, though parts of it have been channelized.

The Harris County Flood Control District has responded to largely critical public comments to the Army Corps of Engineers about Flood Control’s misguided project to destroy one of the last natural stretches of Buffalo Bayou in Houston, a most remarkable asset to have in the middle of a city. The Corps is reviewing the Flood Control District’s responses, says Jayson Hudson, who has been the Corps’ Galveston District project manager for the permit application.
Flood Control must apply for a permit from the Corps of Engineers because the Clean Water Act requires the Corps to ensure that projects on federal waters do not damage the health of our waters. Federal waters are defined as navigable streams (Buffalo Bayou) up to the Ordinary High Water Mark, their tributaries and adjacent wetlands, all of which form the great living veins and arteries of our limited water supply. Some studies argue that all riparian areas , the highly biologically diverse natural gardens and forests along stream banks so vital for clean water, should be considered protected wetlands .

For months we watched with suspense the towering piles of concrete riprap. They hung heavily over the edge of a high bank on the south side of Buffalo Bayou near the downstream end of one of the loveliest natural stretches of the bayou in the city. It’s a long stretch of the bayou that the Harris County Flood Control District wants to bulldoze and “restore” to a “more natural state,” so we were apprehensive.
A row of small telltale colored flags had first appeared near the waterline here and upstream at the upper limit of the area targeted for flood control’s highly destructive Memorial Park Demonstration Project.
The south bank of the nearly 1.5 mile project area is owned by the River Oaks Country Club, which is a one-third partner in the $6 million public project initiated and promoted by the Bayou Preservation Association. The club, which has nearly completed a renovation of its golf course on the bayou, had long threatened to armor its banks with riprap if the “stabilization” project didn’t go through.
And now the club has carried through on its threat, laying down black plastic sheeting on the steep banks at those two locations downstream and upstream, distributing chunks of concrete on the slopes, and covering the blocks with dirt. Club member Steve Lindley, who is overseeing the riprap work as well as the golf course upgrade for the club, said that the plastic sheeting is porous and biodegradable and that club plans to seed the dirt with grass to keep it from washing away and eventually to plant it with native vegetation such as chili pequin.

Despite the hundreds of comments criticizing the purpose, methods, impact, cost, benefit, and harm of Harris County Flood Control District’s proposed “erosion control” project on Buffalo Bayou in and around Memorial Park, the district has made no significant changes to the plans recently re-submitted to the Army Corps of Engineers.
Jason Krahn, project manager for the controversial Memorial Park Demonstration Project, told Dianna Wray of the Houston Press that the district was “simply following the guidelines” and that there were “no significant changes” to the original project plan.
Indeed, many of the “revised” plan sheets posted by the Army Corps of Engineers on its website appear to have been simply relabeled with new dates, though there are some with new details.
The public has until June 5 to send comments to the Corps about the district’s “revised” permit application and the district’s responses to previous comments. There is no limit on the number of comments one can make. So if you’ve already made a comment, make another!

Update Monday, March 30: Council Member Steve Costello’s office has responded that as a member of the board of directors of the Memorial Park Conservancy, he will recuse himself from voting on the proposed master plan.
Public comments were limited to two minutes due to the large number of people signed up to speak on the city’s proposed master plan to spend $200-300 million on Memorial Park. A few of the nine members of the council’s Quality of Life Committee, chaired by Ellen Cohen, met last Wednesday afternoon to hear Parks Director Joe Turner and landscape architect Thomas Woltz present the ambitious, vague, and costly master plan for the 1500-acre-plus woodland park.
Dozens of people spoke in favor of the plan. Most of them were members of the board of or connected to the Memorial Park Conservancy, and many of them, users of the park, gave moving testimony about their reasons for joining the conservancy: the devastating impact of the 2011 drought, which has killed more than half the trees in the park.
But there were also strong critics of the unfinished $3.2 million proposal, which so far does not seem to be an actual written plan specifically identifying and prioritizing what should be done and when, two key elements for a successful master plan, according to a recent report on urban park conservancies from the Trust for Public Land.
A large contingent of critics were residents or property owners adjoining the park concerned about the increase in traffic, noise, lights, and people using the park. A smaller group of conservationists also expressed concern about the increase in traffic and parking, the loss of trees and natural areas, the expense, inappropriate planting plans, and lack of detail about costs and maintenance. It was suggested that new facilities be placed instead in new parkland purchased with some of the millions of public dollars to be used for the project.
The new master plan proposes to increase parking by thirty percent. However, the 2004 master plan for the park, much of which has never been carried out, identified parking lots as “undesirable intrusions on the natural landscape” and recommended “no net change to the quantity of daily use parking spaces” in the park. To manage peak demand, the 2004 plan recommended the use of shuttles and the construction of “an ‘over-flow only’ parking using environmentally sensitive construction techniques along the rail and power line right of way.”
