The Harris County Flood Control District and members of county commissioners’ court continue to hold meetings around the county to present proposals for projects attempting to reduce the hazard of flooding.
The meeting about projects proposed in the Buffalo Bayou watershed will be held on Monday, July 30, from 6 to 8 p.m. at the Memorial Drive United Methodist Church, 12955 Memorial Drive in Houston. A meeting to present projects proposed for the Barker Reservoir watershed is scheduled for Wednesday, Aug. 1, from 6 to 8 p.m. at Memorial Parkway Junior High, 21203 Highland Knolls Drive in Katy. Buffalo Bayou flows from its headwaters near Katy into and through Barker Dam.
The projects are to be funded with the proceeds of a $2.5 billion bond issue should the voters approve on August 25. The bonds would be issued over a period of ten to fifteen years, according to the flood control district, and repaid through a property tax increase of no more than two-three cents per $100 of home valuation. Homeowners with an over-65 or disabled exemption and a home worth $200,000 or less would not pay any additional taxes, according to the district.
Most of the projects proposed are projects that had long been planned. For instance, a controversial project to remove forest and excavate basins to capture and temporarily hold overflow on the south bank of Buffalo Bayou in Terry Hershey Park is listed with a $10 million cost estimate. The project in its initial stages would allegedly create 60-100 acre-feet of temporary storage alongside the bayou. The linear detention, siphoning flow out of the bayou, is planned to compensate for eventual additional City of Houston drainage into the bayou from neighborhood streets.
Barker and Addicks dams both drain into Buffalo Bayou, and overflow from Cypress Creek on the rapidly developing Katy Prairie in northwest Harris County also drains into the overburdened Addicks Reservoir, adding to the pressure of runoff into Addicks and the bayou.
Other than the Hershey Park detention project, some $21 million is slated for a new detention basin north of John Paul’s Landing on Upper Langham Creek, which drains into Addicks.
However, most of the projects listed for these watersheds mainly focus on repairing channels and improving conveyance – making more stormwater flow faster into and through the reservoirs. This has the potential to cause more problems and more flooding. Modern practice elsewhere is to focus on slowing the flow, making room for the river with wider floodplains. We would hope for more money to be spent on land aquisition, buyouts in floodplains, preservation of undeveloped land, forest, wetlands, prairies, and riparian vegetaton; creation of green space, restoring meanders, and programs to encourage slowing of rain runoff beginning with individuals and neighborhoods.
There are also funds proposed to be used in collaboration with Army Corps of Engineers, which owns and operates Addicks and Barker, to evaluate the effectiveness and operation of those 70-year-old dams.

The meetings are not set up for the public to engage officials or voice opinions. They are informative only – with numerous stations staffed by flood control personnel to explain projects. However, paper and pencils are provided for citizens to write comments.

A Fact-Based Response to “Engineers’ View” in the Texas Tribune

A few weeks ago the Texas Tribune published an editorial comment written by engineers Michael Bloom and Steve Stagner responding to the excellent investigative work on flooding in the Houston region, “Boomtown, Floodtown,” published by the Tribune and ProPublica on Dec. 7, 2016. See our summary of the report here.
In their TribTalk editorial “Boomtown, Floodtown Reconsidered, An Engineer’s View,” Feb. 6, 2017, Bloom and Stagner repeat a couple of erroneous statements commonly used by representatives of the Harris County Flood Control District in support of the district’s shaky position that paving over the prairie, i.e. development, is not contributing to flooding.
According to this point of view, our native tallgrass prairie and its associated wetlands are hardly better than concrete when it comes to slowing and absorbing rainwater. These deep-rooted grassland prairies, with water-absorbing root systems that can reach 12-15 feet into the ground or more, once existed around and upstream of Buffalo Bayou, in Katy, west of Houston, for instance, source of Buffalo Bayou, as well as up and down the coastal plain. Practical people are trying to preserve and restore what remains.
In support of their argument, Bloom and Stagner summon up a point commonly made by members of the local engineering community: that the 1935 flood on Buffalo Bayou that devastated downtown Houston and led to the creation of the Harris County Flood Control District happened even though the Katy Prairie way upstream was then a big natural tallgrass prairie.

From a distance you could hear the monstrous roar of the heavy equipment in the woods. Following deep, wide tracks smashed into the bare dirt along the bank of Buffalo Bayou, passing large cottonwoods apparently cut to make way for the big equipment, we came across a scene of troubling destruction.
A gigantic articulated 30-ton dump truck with six massive wheels was slowly rolling towards us with a large load of fresh dirt and dripping mud dug up from the bayou bank. Further along a 60-ton excavator on tracks sat on the very edge of the bank, expertly swiveling back and forth, scraping up the dirt bank and dumping it into the truck, scooping up loads of white limestone rock and dropping it in a layer where the excavated bank once was.
We’d seen the eroded bank before the “repairs” began. This damage was far worse.
It didn’t have to be this way.

Harris County Precinct 3 Commissioner Steve Radack has unleashed a flood of outrage by telling an audience of several hundred citizens in an area of the city heavily damaged by flooding that “some people enjoy flooding.”
The large audience at a meeting of the Cypress Coalition Thursday, Aug. 4, gasped and groaned when Radack took the podium, waved his hands, and said that “some people frankly over the years, in the years I’ve been doing this, that frankly enjoy floods about every seven years, because they want new cars, they want their homes redone.”

Cynthia Neely, board member of Residents Against Flooding (RAF), was at the meeting at the Metropolitan Baptist Church with RAF Chair Ed Browne. She reports that both Radack, who’s been in office for 27 years, and Mike Talbott, retiring director of the Harris County Flood Control District, blamed Mother Nature for flooding.

Buffalo Bayou Reservoirs Finally Drain Last of Flood Waters

The last of the storm water from the April 18 Tax Day floods has passed finally through the gates of Addicks and Barker dams in western Harris County. (Almost, not quite. See comment below.) The reservoirs behind those 1940s-era earthen dams on Buffalo Bayou are normally empty in order to be ready to impound rainfall and runoff that would flood central Houston downstream.
The Army Corps of Engineers, which owns and operates the dams, was forced to release water through the dams at a high rate of flow – between 2,000 and 3,000 cubic feet per second (cfs) and more — for nearly three months in order to empty the record-high reservoirs, as frequent rains kept adding to the water level.
Base flow in Buffalo Bayou, as measured by the USGS gauge at Piney Point, is between 100 and 200 cfs. As of today the flow was still high – over 1,000 cfs.
The dams on Buffalo Bayou are classified “extremely high risk,” in large part due to the damage that would occur to the nation’s fourth most populous city if the dams were to fail. A $72 million construction project to repair seepage problems and build new conduits has been delayed due to the high water level in the reservoirs.
You can listen to what Richard Long, who manages the dams for the Corps, had to say about the situation this morning to Dave Fehling of Houston Public Matters. Long is the supervisory natural resources manager for the Corps’ Galveston District and has been working at the dams for 35 years.
And look for a report from us soon about the impact of the high waters on Buffalo Bayou. Richard Hyde, a geologist who lives in neighboring Bear Creek Village, reports that the herds of deer that roam the 25,000 acres of federally-owned wooded parkland in the reservoirs seem greatly reduced. And sadly, Buffy the Bison, rescued in April from the flooded small zoo in Bear Creek Park, died shortly thereafter.

“Visualizing Nature, The Art and The Science” was the title of a class at Rice University taught this spring by photographer Geoff Winningham, professor of photography in the Art Department and holder of the Lynette S. Autrey Chair in the Humanities, and by Adrian Lenardic, professor of geophysics and planetary science in the Department of Earth Science. One theme of the class was the visual and scientific aspects of Buffalo Bayou.
Connor Winn was a student in that class, and he made a lovely fourteen-minute video using a flying drone that follows our Mother Bayou from its quiet beginnings west of Houston. The film allows us to watch the bayou evolve from its source near Cane Island Branch, a creek, one of many feeding into the bayou, that runs through the town of Katy, which in the 1800s was known as Cane Island, named after the creek filled with cane. We see the bayou growing into the mighty ship channel and joining the San Jacinto River at Burnet Bay, part of Galveston Bay, near the San Jacinto Monument just upstream of Baytown.

The Katy Prairie Conservancy has sent out an urgent notice of a Harris County plan to build new roads in and around the Katy Prairie Preserve. The preserve is a nonprofit land trust project to restore and protect historic wetland prairie in Waller and western Harris counties.
Buffalo Bayou originates in the Katy Prairie. Prairie wetlands, rapidly being destroyed and paved over by development, are vital for clean water and flooding mitigation, as are forested riparian zones along the banks of streams such as Buffalo Bayou and its tributaries.
When, Where, and How
The Harris County Engineering Department is holding a public meeting Monday, May 2, 2016, on proposed changes to the Major Thoroughfare and Freeway Plan (see particularly pages 25 through 29) that will “degrade the Katy Prairie Preserve System,” according to the conservancy.
The meeting takes place from 5:30 to7:00 pm at the Hockley Community Center, 28515 Old Washington Road, in Hockley, Texas.

The conservancy says that while Harris County is proposing to dispense with parts of the one-mile road grid through some of the preserves, the county also recommends constructing new roads in sensitive and/or inappropriate areas.
Here are some of the conservancy’s main objections:
- In general, the plan does not effectively take into consideration the importance of the Katy Prairie preserves in reducing flooding, improving water quality, providing wildlife habitat, and offering recreational opportunities for the residents of the Greater Houston area. Roads should go around the Katy Prairie preserves and not through them. Roads can move, nature cannot.
- KPC does not support the new proposed east-west road through the upper third of the Warren Ranch; it will cause fragmentation and impair ranch operations.
- KPC does not support the new proposed north-south road through the conservation easement lands owned by KPC’s conservation easement donors; this land provides sensitive habitat and flood protection as well as other environmental benefits. It should be protected.
- A number of the proposed new roads, if built, would be under water during flood events if the most recent flood event is any indication of where floodwaters go on the prairie.

Photographer Jim Olive took these shots from the air over Buffalo Bayou yesterday (Monday, April 18, 2016) following the extraordinary amount of rainfall that fell mainly on the far west side of town.
These photos show Buffalo Bayou as it flows past Memorial Park and the River Oaks Country Club as well as the confluence of White Oak Bayou and Buffalo Bayou downtown.
Buffalo Bayou flows from the Katy Prairie in west Houston through the center of the city through the Houston Ship Channel into Galveston Bay.
No Changes in Operation of Buffalo Bayou Dams
Release Rates May Be Looked At in Future

It was a dark and stormy night. Thunder boomed and heavy rain pelted the roof as a small group of us sat nervously in the middle of the rising Addicks Reservoir in far west Houston listening to the district commander of the Army Corps of Engineers tell us Addicks and Barker dams are safe.
Flanking Col. Richard Pannell last Wednesday, March 9, was a panel of officials from the Corps’ Galveston District office, as well as representatives from the Harris County Flood Control District and Granite Construction, the company awarded the $71.9 million contract to replace the leaky conduits in the 70-year-old earthen dams. The audience was a small crowd of about thirty hardy citizens who had braved the heavy traffic and heavy rain and managed to find the Bear Creek Community Center in the middle of a dark, wet forest despite the wrong address in the Corps’ public notice.
Col. Pannell made a thorough and convincing presentation of the history of the dams, the current problems, and what is being done about them. Among other work, the conduits in the two dams will be entirely replaced by new conduits in separate locations. This process will take about three years. He emphasized that the dams were in no immediate danger of failing and explained that the dams are labeled “extremely high risk” because of the potential consequences to Houston, the nation’s fourth most populous city, in the unlikely event that the dams failed.
Dams Operating Normally Despite Leaks
There were several questions about the capacity of the dams and the impact of repairs on the rate of future releases of water impounded behind the dams. The pattern of extended high releases and rapid drops has been criticized for damaging property on the bayou and killing trees and vegetation that control erosion.
After the enormous Memorial Day storm last year, the Corps began releasing impounded stormwater at 3000 cubic feet per second (cfs) for the first time. Normally the release rate is limited to 2000 cfs as measured by the Piney Point gauge. The Corps does not release water from the dams during a rain event, and the high releases began on June 1 and continued for ten days, finally dropping on June 12. The banks were already saturated from the storm, and the damage from the extended high flow was plainly visible up and down the bayou.
Support Your Forest on Buffalo Bayou
Annual District G Meeting with City Officials Thursday, March 3

Citizens concerned about our forests on Buffalo Bayou will want to attend the annual District G Capital Improvement Plan meeting tomorrow evening, March 3, 2016. The meeting starts at 6:30 p.m. in the Stratford High School Auditorium, 14555 Fern Drive, and features the district’s new city council member, Greg Travis, who was elected to City Council District G last November.
Capital Improvement Plan meetings “afford citizens an opportunity to learn, voice their concerns and address their respective City Council Members and City of Houston officials regarding project planning and delivery,” according to a statement on Travis’ website.
District G extends along Buffalo Bayou from Shepherd Drive to Barker Reservoir in far west Houston.
Members of Save Our Forest, which was successful last year in persuading the City of Houston to drop its plan to raze forest in Terry Hershey Park for a stormwater detention basin, are urging citizens to “show your support for the forest to our new City of Houston administration.”
“We now have a new city council representative, a new mayor and a new [Public Works and Engineering] director since we began our campaign to Save Our Forest,” wrote community activist George Crosby in an email. “It is important that they know how much you care about Buffalo Bayou.
Detention Alternatives Without Destroying Forests
“Last year there were two major rainfall events which caused structural flooding in Houston. Regional detention alternatives that can reduce local flooding without having to destroy the forested areas of Buffalo Bayou are not happening. Cooperation between the City, County and Federal governments is required for a successful regional detention initiative.
“A cooperative inter-governmental effort begins with the City of Houston understanding our support for this approach. Please help us give emphasis to Save Our Forest,“ wrote Crosby.
The public forests of Buffalo Bayou are still threatened by a Harris County Flood Control District plan to build some 24 detention basins on both banks of Buffalo Bayou in Terry Hershey Park.
The flood control district is also waiting for a federal permit to raze the forest along more than 1.25 miles of one of the last natural stretches of the bayou as it flows past Memorial Park and the Hogg Bird Sanctuary.
It makes no scientific sense to destroy forests to create detention basins. Forests provide valuable natural detention by slowing, absorbing, and deflecting rainwater, in addition to many other valuable ecological services, including cleansing and filtering the water and protecting against erosion.
In October of 2015, the Obama administration issued an executive order directing all federal agencies to incorporate the value of ecosystem services in their decision-making.
In addition, the Harris County Flood Control District is obligated by state law to conserve forests. (PDF. See page 6.)
